Voices: Indiana's Citizens with Developmental Disabilities Speak Out is the result of the Consumer Satisfaction Survey conducted by CPPS for the Indiana Governor's Planning Council for People with Disabilities in 1989.
As required by Public Law 100-149, the initial findings of this survey became part of Indiana's 1990 Report to the Governor and the State Legislature, and then submitted to Congress as part of the National 1990 Report. Voices provides a comprehensive look at all the data, and includes charts and user-friendly presentations to support local and state advocacy efforts.
Data from the Consumer Survey highlight three critical areas for improvement of support services available to individuals with developmental disabilities and their families:
Despite growing attention to consumer empowerment, Indiana's citizens with developmental disabilities have yet to achieve independent lives.
Despite growing emphasis on community integration, Indiana's citizens with developmental disabilities lead sheltered lives.
In the absence of proper support structures, Indiana's citizens with developmental disabilities are compelled to deal with complicated, cumbersome, and costly service systems that seriously limit their lives and opportunities for growth.
